oniro-image-common.inc: introduce modem/usbmodem MACHINE_FEATURES

Enable a modem/usbmodem MACHINE_FEATURE to install the needed packages for NetworkManager and ModemManager in the image. Also enabling the MM PACKAGECONFIG for NetworkManager to build the needed package.

This is a draft up for discussion.

1. Do we want this in the image common inc file? The image append might fit but PACKAGECONFIG append looks odd here.
2. How do we want to handle the usbmodem case which is a specialized case on top of modem?
