Update upstream revisions (oe-core, meta-arm and meta-rauc)

Pavel Zhukov requested to merge landgraf/oniro:upstreambump into kirkstone

Due to bug in update script last bump of meta-arm and meta-rauc contains wrong revision (first instead of most recent). Bug fixed cnangelog is accurate now.
