oniro-debug: create config files

Create bbclass files in meta-oniro-core that enable the user to activate the debug mode in local.conf.

Activating it is equivalent to build -dev images as of this commit.

PSA needed that the default images now longer have root without password now (debug-tweaks) this needs to be communicated. Just so @tony3oo3 and @mrybczyn know that they are watched closely :-)
