Draft: Req: Add multi-users support for Oniro

Value

This would enable new use cases, ie: one device could offer more capabilities to some class of users.

e.g. : A guest might not configure a smarthouse, but should be able to use it.

Description

This feature might be trickier that it sounds it implies new policies, refactoring of home directories handling user assignations, partitioning and also affect update mechanism,

In scope

• Users created from bitbake recipes and related homedirecties should be preserved and not shadowed by onrio's home's directory (which currently only contain oniro user homedir)
