Upstream the qemuarm EFI machines

Description

This work was important for us due to internal requirements but the support would be useful out of the Oniro context as well. In this way, we can minimise our maintenance and take advantage of more public contributions. So this issue involves investigating the feasibility of upstreaming the machines brought in by !250 (merged) and dealing with the actual upstreaming process.
