Update OpenThread recipes git versions to support 1.2 features

Description

The version of OpenThread we currently use in Oniro is a bit dated and we want to get the latest bug fixes as well as implemented features for Thread 1.2.

• Check what the thread-reference-* tags in the openthread repo mean and if the latest support 1.2 features
• Either use the the tag or latest HEAD for recipe updates
• Update build and integration fixes as needed
• Test if all currently supported use cases in Oniro are still working to avoid regressions
• Merge into Oniro repo

By the time of this writing the latest reference tag was thread-reference-20200818 and last updated on 26.04.2021. Which means it is a year old and not usable for our aim to use Thread 1.2. For now we will use HEAD for the package and switch to a new reference tag, if created.
