Upgrade Matter integration to 1.0 when available

Description

When the version 1.0 of the Matter SDK becomes available we need to update our integration to use this as the minimum baseline for the Oniro Goofy release. Further bug fix releases (1.0.x) or feature releases (1.x) are out of scope for this issue, but will definitely be considered once the timeline for them becomes clear and matches our freeze policy.

Bump git version to 1.0 tag in matter recipes
Update integration patches, if any
Test all current use case of Matter in Oniro to avoid regressions
Merge update into Oniro
