bind: make the bbappend support all 9.18 series

Change the bbappend file name to cover 9.18.x series of bind so that we avoid dangling bbappend error at updates. The patch will conflict the day it is accepted, so it will be easy to fix. Signed-off-by: Marta Rybczynska <marta.rybczynska@huawei.com>
