Start LAVA testing on meta-zephyr merge requests

Enable LAVA test jobs for new MRs to gate regression in new MRs. The feature is already enabled for oniro repo. We should do the same for meta-zephyr.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
