Automate zephyr tests on qemu x86 and cortex-m3 in LAVA

The same as nitrogen, we are able to build zephyr tests with twister for qemu devices already. Twister can call qemu directly for testing as well.

We need to investigate how to automate the testing part in LAVA. Adding a docker device and give docker shell the able to use qemu probably is the way to go.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
