REUSE compliance

I added .license files only for Oniro fork "1st party" files For all the other files I have reconstructed copyright and license information in .reuse/dep5, using also ScanOSS

This is just temporary; all this REUSE compliance work should be upstreamed to meta-clang, possibly adding SPDX headers instead of using dep5, after discussing it with meta-clang maintainer
