ci: enable ipv6 in ci

the docker container at the moment does not seem to support ipv6. The problem appeared when a request sent to ::1 was failing. The error shown was:

WARN coap_socket_connect_udp: connect: Cannot assign requested address

At the moment the error was fixed by using the ipv4 address 127.0.0.1 instead.
