add --filter-snapshot option to harvest

In order to reduce noise and allow sensible comparison of snapshot stats with tagged release stats in pipelines related to single commits or MRs, we need to add a --filter-snapshot option so that only tagged releases + the selected snapshot to be analyzed are kept in the resulting .harvest.json file.
