smart tags for better readabilty on the dashboard

remove project names from image and distro tags, to get more readable tags (given the multiple project name changes, every image or distro tags has many "variants" (like oniro-image-base, allscenarios-image-base, openharmony-image-base etc,) which are confusing and add too much noise.

With this simple addition to the tag aggregation function we get more readable output on the dashboard
