variants improved, sophisticated throttle mechanism for snapshot repo API

• logic now respects file variants which mostly result from different paths (/info), download all dsc variants, make new download function retryable, respect multiple dsc's in hash match checks
• sophisticated throttle mechanism for snapmatch, add version aliases to aliases.json
