Update README, add Licenses, bump blueprints-core

README: update README with basic information and link to docs

• The previous README still mentions meta-oniro-blueprints which is a leftover from the old blueprints structure. Updating it with more up to date information and adding link to the doorlock blueprint documentation.
• changing license to Creative Commons for README

LICENSE: Add LICENSE and LICENSES directory containing licenses

meta-oniro-blueprints-core: bump blueprints-core layer to latest version
