ot-br-posix updates for the kirkstone port of the gateway blueprint
We need to use a more recent version of ot-br-posix and also no longer pass the uart-reset argument to otbr-agent for the border router to work correctly with zephyr v3.1 on kirkstone meta-zephyr.
