FlexContainer and FlexContainerInstance feature for OM2M

Added and modified code to implement FlexContainer and FlexContainerInstance features. It was implemented by referring to TS-0001 and TS-0004 in v4.X.X and also includes the contents of the newly added contribution "SDS-2022-0147R02-Clarify_ambiguous_of_behavior_of_flexContainerInstance".
