Add Administration for MDMTags and Valuelists

The MTU changes for the administration in MDM5 - as discussed. Also: Minor fixes for already existing administration part

@mkoller: Is it ok to do the MergeRequest (MR) from dev or should we do the MR from a feature branch instead?
