Build is hosed in jay/rap and junit plugin tests in workbench fail

I have removed all of the require bundle statements in a new branch called jay/rap. I fixed many bugs, but unfortunately there is some real weirdness now. The tests fail on the build and junit plugin tests hang in the workbench. The latter might compete for a single test after three minutes.
The best that I can think of is that the lack of strict requirements of bundles is causing the dependent chain to appear too shallow do that dependencies are not loaded. Of course, it is possible that these are not related, so I need a clearer test or set of tests.
I am going to check the workbench problems by running the same tests from a clean workspace using the next branch. Then, I'll do the same with the jay/rap tests. If the tests from next work, then I'll know I haven't encountered a workbench bug and my problem is with dependency loading. If that is true, fixing the Tycho build problems will be straightforward after finding the dependencies that fixed the junit plugin tests in the workbench.
