Update ICE Item Generation Classes to use org.eclipse.core.resources
We need to update the Item generation stuff and remove use of java.nio.file. We should be using IFile, IProject, etc from org.eclipse.core.resources. That way updates to files are handled correctly when we do a project.refreshLocal()
