Inherited state graphs should not be scaled into the inheriting graph
If the frame size of the base state graph and the inheriting stategraph do not match the base graph is "scaled" into the inheriting graph. If the base graph is smaller than the inheriting graph the inherited states and transitions "grow". In case the base graph is larger they shrink and are pushed towards the frame of the inheriting graph.
Note: The scaling only happens on diagram update/load.
