#628 PLCgen: Split events on controllability.

Readable by commit.

• Output changes look correct at first glance but not carefully examined yet.
• Documentation still needs to be adapted for the different option behavior.
• Several tests used "event" which now crashes the code generator.
• Some formatter changes look weird (in PlcFunctionAppls.java).
