#593 Allow annotations on constants

  • Best to review per commit.
  • Notable changes besides allowing annotations on constants:
    • CIF code generator: No postfix comments for C89/C99/Simulink anymore for constants. Is similar to other declarations that got annotations.
    • EventsPostChecker: fixed a typo in a JavaDoc.
