#946 Add PLC structured text syntax highlighting for PLCgen docs

  • Best to review per commit.
  • Added plcst highlight.js language. Is not complete, but should be sufficient for the documentation. Can always extend later on.
  • Use this new language in the PLCgen docs.
  • Other small documentation improvement.
