[core] Improve Tensor/TensorImpl documentation

The current documentation of Tensor/TensorImpl is lacking. Effort must be put in order to give a better understanding of how we handle data in the framework.

• The Doxygen must make clear the difference between the rawPtr and a pointer on valid host device.
