Extract language specific information to allow parsing CRA in different languages

This MR extract the markers in the text used to identify the different sections and create the outline in order to enable parsing the text in different languages.

It also provides the data for parsing the text in French.

This is experimental for languages other than English, for which it works just as it did before.
