Reorg of the MoM to archive 2022 plus a new agenda

• Added to the marketing plan 2022 some improvements based on @cpiana feedback.
• Created a new 2022 folder and moved the MoM from last year there
• Agenda for the 2023wk02 Oniro WG Marketing Committee meeting
