moved the draft folder to the marketing plan forlder

• I created a new program plan folder, following the schema in other WGs and in the steering committee
• I moved the marketing plan 2022 draft folder with the different drafts to this new folder.
• Now the latest draft should be inside the folder and not outside, like the final version should be. I will fix it after the coming Oniro WG Marketing Committee so the participants do not get a 404 when they click the already provided link
