win32 platform support

At the moment there are few people in the community focusing on maintaining and reviewing win32 platform support. The available maintainers are insufficient to address all relevant existing and upcoming issue and PRs. What is needed is someone to review incoming issues and PRs, address urgent issues, and keep on top of win32 test failures (turning them into issues).

• The native side, and the connection between the Java and native side are the biggest focus
• The open Windows issues Platform, Platform UI and SWT are listed here:
  • Eclipse Platform
  • Eclipse Platform UI
  • Eclipse SWT
• Test results that need regular review are listed in the "Logs and Test Links" section of individual builds on https://download.eclipse.org/eclipse/downloads/
