Update hdarctl build instructions for macOS M3

  • Add macOS (M3/Apple Silicon) build instructions to the README.
  • Distinguish between Linux (GOOS=linux, GOARCH=amd64) and macOS (GOOS=darwin, GOARCH=arm64) build steps.
  • Ensure users on M3 or lower (silicon chip) have the correct build command for a compatible binary.
