OpenJ9 - Don't invoke shutdown signal handler until JVM init completes

The Eclipse Foundation is a Common Vulnerabilities and Exposures (CVE) Numbering Authority. This issue it used to request and track the progress of the assignment of a CVE for a vulnerability in the project code for an Eclipse open source project.

Summary:

OpenJ9 can be forced into an infinite busy hang on a spinlock or a segmentation fault if a shutdown signal (SIGTERM, SIGINT or SIGHUP) is received before the JVM has finished initializing. This affects OpenJ9 all versions and IBM Java 7.1+ on all platforms.
