[TASK] Ensure pdfs are built as part of the PR

Is there an existing CV-X-IF task for this?

Task Description

Current build done during the PRs is only building the html. This means PRs that break the pdf can still be merged.

Description of Done

Check that pdf builds in PR as a check before merge.
