[TASK] Update "core" files for FuseSoC

Task Description

As discussed in #297 (closed), CVE2 relies on lowRISC's FuseSoC fork (branch ot) to work. However, it should now be able to work with the upstream version of FuseSoC (See lowRISC's OpenTitan issue https://github.com/lowRISC/opentitan/issues/20379)

Description of Done

Update core files and related scripts, eventually updating or removing lowRISC's OpenTitan external dependencies if needed, to support upstream FuseSoC 2.4.4 or better.
