Improvements to regression-wally to run rv32imc functional coverage

regression-wally is only set up to use either a testsuite or an entire directory of tests. We need a specific list of elf files for rv32imc functional coverage. This capability needs to be added to regression-wally and then rv32imc functional coverage should be enabled when the --fcov flag is used.
