[TASK] Update "core" files for FuseSoC

Task Description

As discussed in #297, CVE2 relies on lowRISC's FuseSoC fork (branch ot) to work. However, it should now be able to work with the upstream version of FuseSoC (See lowRISC's OpenTitan issue https://github.com/lowRISC/opentitan/issues/20379)

Description of Done

Update core files and related scripts, eventually updating or removing lowRISC's OpenTitan external dependencies if needed, to support upstream FuseSoC 2.4.4 or better.
