CORE-V SDK package for Ubuntu 22.04

Hi @promodkumar-ashling, I am not sure if you are the right person to take care of this issue or not. If not, please assign it back to me.

The latest version of the CORE-V-SDK on downloads.openhwgroup.org is v0.0.0.4. This version cannot run under Ubuntu22.04. Can it be rebuilt for that version?
