Force New Instruction Tutorial

The setup to generate new instructions, involves the steps to copy the .cc and .h files from the mentioned directories. Instead these files are placed inside the build directory of the handcar. Is it expected to be ? Can we copy these files for the instructions rather from the directories that are mentioned in the Tutorial document.
