Upgrade to Hugo Solstice Theme 0.0.183

This update will do the following:

• Hugo version from 0.76 to 0.110
• Node.js version from 12 to 18
• Fix security vulnerabilities as outlined in #562 (closed)

If you have previously contributed to openhwgroup.org, it is important to note that continuing to use the older versions of Hugo and Node may result in unexpected problems. We strongly recommend you upgrade.
