Remove 1KB alignment restriction for table jump base vector

Table jumps currently require a table jump alignment to 1KB:

This was done for timing reasons. We now believe that the custom alignment restriction can be removed at the cost of the originally unwanted address adder without negatively impacting the OBI instruction address timing.
