Optimize alu_opcode_e encoding to be good for all B_EXT settings

B_EXT = ZBA_ZBB was introduced. Likely the hardware cost will be similar to that of B_EXT = ZBA_ZBB_ZBS. Change encoding of alu_opcode_e if needed to prevent that.
