Add OKD deployment to test different probes

As I don't have OKD installed locally, I can't just test health probes locally and will have to use our production instance of OKD to test and tweak probe settings. I'm thinking I can use foundation-internal-webdev-sandbox instead of our apps realm/instance of OKD to test. This would limit any impact I could have on anything while I'm testing, even if the impact of this is likely minimal.

@mbarbero as context, this repo was created so that I could test and develop for eclipsefdn/it/api/eclipsefdn-api-common#6. Are there any concerns with the above testing plan, or thoughts on it? Once I have a +1 I'll start making some files and testing. I can also give a quick demo of this at whatever point you like so we can share notes and make sure its doing what we want it to do.
