docs: Recommend slirp option for runqemu

With default network settings of runqemu script Oniro images start without
IP address assigned which may cause inconvenience for some users.
Using user network allows network access from the Oniro VM and
enables port forwarding for ssh access.

Documentation for Oniro Build Repository

The documentation for oniro build repository is written as reST files and can be generated by using standard make targets:

make
make clean

Building the documentation requires sphinx-build to be available on the host.
