Replace a link to the specification on the homepage

Hi.

We have a link on the Sparkplug homepage leading to an old specification version. The culprit is the "specification" button in the screenshot below.

The new link must be: https://sparkplug.eclipse.org/specification/version/3.0/documents/sparkplug-specification-3.0.0.pdf
