Create a Section to identify all three SIGs on https://sdv.eclipse.org/special-interest-groups/

I was reading this page and couldn't figure out why I couldn't find my SIG options knowing that there are three.

I did not see the drop down menu for SIGS at all.

Let's consider to create a section before "How to Join", where we list the three with links there as well.
