[Bug 548917] [pmi] "Proposals" page needs some love

Description
The proposals page [1] is very plain, displaying only the name of the proposal and the description.
It would be good to use a view mode that includes, for example, a link to the project created from this proposal (where it exists). Some sort of prominent (something less subtle than a link that is present or not) visual indication that the proposal has been turned into a project would be great.
Ideally, proposals that have not been turned into projects should be listed at the top.
