Historical/inactive committer should be shown as was not is committer.

Example:
https://projects.eclipse.org/content/pascal-rapicault-committer-pde-plugin-development-environment

Pascal is inactive but his page says:
Pascal Rapicault is a Committer ...
it should say
Pascal Rapicault was a Committer ...
