Migrate committer download stats tool before service shutdown
The existing download statistics, while limited, still provide value to the committee. Before the current service is shut down, we should migrate this functionality. As this is a tool for committers, the PMI would be the most appropriate long-term home.

@mward Where is the source code of this project? It used to be on Gerrit but git.eclipse.org is no longer available.
