Remove banner from Project Releases when projects are in good standing with the EDP

According to the EDP, once a project successfully completes a Progress or Release Review, it is authorized to make any subsequent minor or major releases for the following year, provided that IP due diligence continues to be properly managed.

However, some project teams have been initiating unnecessary reviews for their releases due to confusion caused by the banner that appears when creating a release record, see:

To avoid this confusion and reduce unnecessary overhead, it would be helpful to remove this banner for projects that are in good standing, i.e. those that have successfully completed a Progress or Release Review within the past year.
