Turn off comment moderation in the PMI

AFAIK, we only enable comments for the proposal content type.

The system is configure to require approval from a moderator before a comment is made public. I believe that this is different from how we moderate other channels. But, the fundamental problem is that we don't have the resources (especially when accounting for folks taking vacations) to consistently monitor for new comments and often miss them, resulting in comments sitting for days and weeks before being approved.

I believe that our standard practice in other channels is to remove spam and otherwise offensive content as it comes to our attention. Let's do the same for PMI comments.
